In order to leverage customers current Geographic Information System (GIS) investments and provide businesses with faster, more accurate fiber fault location capabilities, VIAVI Solutions and 3-GIS established a cooperation. By automating the current manual processes, the combined solution—which is presently in use at Windstream Wholesale—offers major benefits in terms of better network maintenance, decreased downtime, more income, and lower costs.

On June 12, 2025, the Fiber Broadband Association will host a webinar where VIAVI, 3-GIS, and Windstream will talk about this collaborative solution and its advantages for customers.
Fiber adoption is increasing in home broadband, data centers, transportation networks, and enterprises. High-performance computing, AI/ML, and other cutting-edge technologies are in high demand. Defect identification and resolution are essential to the network operator’s financial performance because fiber network construction is expensive and time-consuming, and even minor deteriorations can have a big impact on the end user’s experience.
Through the integration of 3-GIS geospatial capabilities with VIAVI ONMSi Remote Fiber Test System (RFTS), network technicians can now find and fix problems more quickly during network operations and maintenance. Windstream Wholesale has successfully deployed the VIAVI and 3-GIS integrated solution as a component of their Intelligent Converged Optical Network (ICON).
The technology, which can be quickly deployed on any existing fiber, offers immediate detection of impairments that include full or partial cuts. This enables businesses like Windstream Wholesale to take action before their dark fiber clients notice a fiber problem.
By sending the appropriate professional and test equipment the first time, repair times are also significantly shortened. Additionally, by connecting alarms to a particular client’s service, Windstream Wholesale can proactively inform the consumer that action is already being done before the customer reports issues.
When ONMSi and 3-GIS are used together, maintenance and repair activities are streamlined by giving technicians access to a single source of information, removing contradicting data from many sources, and expediting fault resolution.
By working together, service providers may increase the speed and accuracy of fault location while optimizing their current GIS investments, which will eventually improve network operations and customer satisfaction.
Leadership Comments
“Fiber network technicians face immense pressure to deploy and maintain high-speed networks efficiently while minimizing downtime. Identifying and resolving faults quickly is critical to ensuring reliable service for end customers,” said Russell Taws, Director, Fiber and Access Solutions, VIAVI. “We are excited to partner with a fellow industry leader in 3-GIS to deliver advanced fault identification and location, empowering technicians with precise, real-time insights to resolve issues faster, reduce unnecessary troubleshooting and ultimately deliver a seamless connectivity experience.”

“This partnership represents a powerful fusion of VIAVI’s diagnostic precision and 3-GIS geospatial intelligence,” said Dustin Sutton, Chief Marketing Officer, 3-GIS. “For our customers, the result is transformative: faster, automated fault resolution that directly translates into minimized downtime, optimized field operations and stronger SLA performance. We’re enabling service providers to not only maintain their networks more efficiently but also to solidify their reputation for reliability and maximize the strategic value of their 3-GIS platform.”
“This integration between VIAVI and 3-GIS systems automates what was a completely manual process,” said Glen Grochowski, Director, Windstream Wholesale Engineering. “It has allowed us to automate fiber fault detection, streamline fault response, and speed technician dispatch, reducing our operational costs and service downtime.”
