The Capital Goods & Strategic Skills Council (CGSSC), in partnership with Tata Consulting Engineers (TCE), has launched Project UTKARSH, a CSR-led skilling initiative aimed at preparing engineering students for careers in India’s growing EPC, manufacturing and infrastructure sectors.
The programme was inaugurated at Don Bosco Technical Institute (DBTI) in Okhla, New Delhi, in the presence of senior representatives from TCE, the Capacity Building Commission (CBC) and CGSSC. The launch also marked the introduction of CGSSC’s newsletter, Yantrashilp.
Project UTKARSH has been designed to bridge the gap between technical education and industry requirements through specialised training in three key disciplines:
- Civil Design
- Piping and Instrumentation Design
- Electrical Design
The initiative will initially support technical and vocational students across Delhi-NCR and Jamshedpur. By providing industry-aligned training, the programme aims to strengthen students’ technical competencies and improve their employability in the engineering and manufacturing sectors.
CGSSC is an apex skills body representing the capital goods manufacturing, engineering services and strategic manufacturing sectors. Its industry representation includes Larsen & Toubro, MSMEs and trade associations operating across India.
In collaboration with TCE, CGSSC has developed specialised trade Qualification Packs aligned with the Skill India framework. The council currently offers more than 60 industry-led Qualification Packs covering capital goods, advanced manufacturing, Industry 4.0 and strategic sectors.
Through Project UTKARSH, CGSSC and TCE aim to support the development of a future-ready workforce equipped to meet the changing needs of India’s manufacturing and infrastructure industries.

Speaking at the launch, Chief Guest Ms. Alka Mittal, Member, Capacity Building Commission (CBC), said, “this initiative is about creating opportunities and unlocking the potential of our young people. Through hands-on learning, industry exposure and employability-focused training, we want every student to move forward with greater confidence and skills. India’s youth are our greatest strength, and by investing in their capabilities today, we are building a more skilled, confident and future-ready nation.”
Addressing the gathering, Ms. Nidhi Mehandiratta, CHRO & CSR Head, Tata Consulting Engineers, said, “The vision behind this programme is to prepare young people to shape the future of the nation. We have already seen encouraging results, with nearly 600 students completing the programme. Our next step is to take this proven model nationwide through collaboration with the Capital Goods & Strategic (www.cgssc.org) Skill Council, enabling more young people across states to build confidence, recognise their unique strengths and become future-ready.”
