The U.S. Army’s Threat Systems Management Office (TSMO) has selected VIAVI Solutions to bring highly contested electromagnetic spectrum (EMS) environments to its newly opened test ranges.

By deploying VIAVI T/Rx software defined transceiver system, the Army is creating a realistic proving ground for commercial developers building the next generation of drones, counter-drone systems, and low-cost interceptors.
This deployment anchors the Army’s Test Range Private Industry Initiative, a push to open five premier facilities to private companies, even those without existing government defense contracts.
To rapidly scale innovation, these developers need access to real-world battlefield conditions. TSMO will use the T/Rx system to blanket these ranges with complex EMS scenarios, leveraging the platform’s ability to monitor, record, analyze, and transmit signals simultaneously.
The setup has already proven its capabilities in the field. At Camp Grayling in September 2026, the T/Rx system delivered on-demand EMS complexity designed to mirror the intense electronic warfare conditions currently seen in Ukraine. This environment allows commercial developers to accurately harden their systems against aggressive signal environments before they ever reach the battlefield.
Built as a compact, field-deployable unit, the T/Rx handles signal generation and collection at the same time. With a broad instantaneous bandwidth, test range operators can spin up frequency-agile emitters and multi-signal scenarios on the fly, accurately replicating the chaotic electromagnetic realities of modern combat.
Leadership Comment
“The Army’s test range expansion initiative is the kind of acquisition reform that accelerates capability delivery to warfighters,” said Doug Russell, Senior Vice President and General Manager, Aerospace & Defense, VIAVI Solutions. “VIAVI is proud to be selected by TSMO to provide the electromagnetic spectrum environment that makes these ranges operationally realistic. The T/Rx was designed to deliver the complexity and programmability that modern test events demand, and we look forward to supporting the development of the next generation of drones, counter-drones and interceptors.”
