Andhra Pradesh is expanding its global tech partnerships as it announces extended collaboration with Russia. Nara Lokesh, the state’s Minister for Education, IT and Electronics, met with Albert Yefimov, Senior Vice President of Sberbank, one of Russia’s largest financial and technology institutions. The conversation was focused on what’s actually possible when you bring together sovereign AI, digital infrastructure, and next-gen tech.
What they talked about:
o Sovereign AI & Digital Platforms – Russia’s progress in building independent AI systems, advanced computing, and tech-led innovation.
o Generative AI, Cybersecurity & Fintech – Emerging areas where both sides see collaboration potential
o Quantum Computing – Lokesh flagged Andhra Pradesh’s interest in quantum research and discussed tying together research institutions and tech ecosystems
o Workforce Skilling – Global models for coding education, AI skills development, and industry-focused training for the digital economy
o AI in Healthcare – From early disease detection to hospital operations and citizen-facing health services. Both sides exchanged ideas on how AI could improve healthcare access and outcomes at scale
Sberbank walked through their tech ecosystem, including GigaChat (their large language model), AI research initiatives, and digital solutions already deployed across banking and public services.
Lokesh was clear about Andhra Pradesh’s vision: the state wants to become a leading AI and technology hub, and it’s actively looking for global best practices and innovations that can accelerate its digital transformation.
Beyond tech, the meeting also covered trade and economic cooperation facilitating business linkages, supporting exporters, and using technology to strengthen cross-border trade between India and Russia. Yefimov shared insights into Sberbank‘s operations in India and their ongoing work with Indian businesses.
Both sides agreed to stay in touch and explore mutual opportunities as they emerge.
This meeting is part of Andhra Pradesh’s broader outreach during the Russia visit engaging with global tech leaders, research institutions, and industry stakeholders across emerging sectors.
