In order to create SEALKAYNESQ Ltd., a Joint Venture (“JV”) in India, SEALSQ-Kaynes SemiCon established a final, binding agreement. The goal of the joint venture is to develop, personalize and deploy a Sovereign Indian Post-Quantum semiconductor platform that is completely in line with India’s national security and digital sovereignty priorities.

It will be developed in close consultation with India’s Ministry of Electronics and Information Technology (MeitY), which is the central body in charge of the country’s electronics, IT, cybersecurity, and emerging-technology strategy.
In order to go far beyond the standard OSAT model and establish a high-assurance industrial platform devoted to quantum-resistant and security-critical semiconductor technologies, SEALKAYNESQ Ltd intends to build a secure semiconductor design, test, and on-shore personalization center in India.
The JV plans to concentrate on industries like government, defense, banking, healthcare, critical infrastructure, and large-scale IoT ecosystems working under Indian national security regulations, where data sovereignty, national security, and regulatory compliance are crucial.
Within Kaynes SemiCon’s manufacturing facility in India, the JV plans to establish an Outsourced Semiconductor Test & Personalization (OSTP) facility that integrates native Post-Quantum Cryptography (PQC) embedded directly at the silicon level, secure PKI-based lifecycle key management, and advanced wafer and final test capabilities compliant with Common Criteria (CC) standards.
The localized deployment of SEALSQ’s Quantum Shield semiconductor architecture in India, which will provide a foundational layer of long-term quantum resilience for Indian digital infrastructure and critical systems, will be a major milestone goal of the partnership.
A five-member board will share governance, with SEALSQ holding 51% of the JV’s share capital and Kaynes SemiCon holding 49%. In order to support India’s long-term technological sovereignty and domestic capability building, core intellectual property from SEALSQ and WISeKey is meant to be licensed exclusively to the JV for the Indian market. Any new intellectual property developed within the JV would be owned by SEALKAYNESQ Ltd.
The advancement of India’s post-quantum readiness is largely dependent on SEALSQ. SEALSQ aims to support India’s efforts to future-proof critical digital systems against the cryptographic risks posed by quantum computing through its portfolio of PQC-ready secure elements, cryptographic processors, VaultIC secure hardware, INeS PKI lifecycle management platforms, QS7001 Quantum Shield technology, and QVault-TPM post-quantum secure processors.
The joint venture will boost India’s digital sovereignty, resilience, and competitiveness in the global market by directly integrating Post-Quantum cryptography into semiconductors made in India. This would guarantee that connected devices stay safe even after practical quantum computers became available.
Additionally, the JV should be able to take advantage of the Swiss-India Free Trade Agreement (FTA) under the framework of the European Free Trade Association (EFTA), which substantially reduces customs duties on imports of advanced semiconductor equipment and technology, improving cost effectiveness and facilitating more seamless bilateral trade and technology transfer between Switzerland and India.

As a key component of the nation’s developing semiconductor manufacturing ecosystem, Kaynes SemiCon’s Sanand, Gujarat facility has already supplied India’s first packaged semiconductor chips.
Kaynes SemiCon and SEALKAYNESQ Ltd are anticipated to play a crucial part in furthering India’s goal of becoming a global semiconductor powerhouse with the strong backing of both the federal and state governments under the India Semiconductor Mission and the “Make in India” push.
