MAIT’s Recommends MeitY to Develop Robust Cybersecurity Strategy

MAIT advocated for India’s inclusion in Global Value Chains (GVCs) when presenting its suggestions to the GoI regarding the Indian Electronics Industry.

“As more companies think about investing in Indian manufacturing, we predict faster growth in output, exports, and the overall economy. One of the main industry priorities listed in MAIT’s Industry Recommendations for MeitY and related ministries is developing a robust cybersecurity strategy for the new India. India has a great opportunity to dominate global manufacturing thanks to Indian Government’s robust and stable policies and a friendly business environment, noted Rishi.

Shri Amrit Jiwan, VP-MAIT, said: “India has made significant strides in improving the Ease of Doing Business (EoDB) over last few years; however, there are certain challenges w.r.t. tax enforcement and related compliance. A predictable landscape of compliances, regulations, and tariffs with no uncertainty/ unambiguity, is the bedrock of a thriving business environment. When businesses have the certainty about their compliance obligation with no ambiguity, it helps in streamlining the business operations & fosters a climate of confidence. By prioritizing certainty towards compliance requirement especially Tax compliances, the Government can lay the groundwork for a more vibrant and dynamic industrial landscape.”

In its proposals, MAIT listed ideas for each Ministry/Department, such as the PMO, MeitY, MoC, MoF, DoT, MoEF&CC, CPCB, MoCA, NCCS, & NSTDS.

Key Recommendations Include:

One of the main recommendations was for MeitY to introduce at least two new PLI schemes, one for components and another for wearables and hearables. These programs will aid in the development of manufacturing competency and support homegrown leaders in sectors like components and subassemblies to facilitate exports, large-scale production capacity, draw in new investment possibilities, and stimulate local value addition.

The suggestion was made to align India’s cybersecurity laws with the legal or regulatory frameworks of important foreign partners, with the understanding that this would facilitate the development of international supply chains that are more reliable and secure, as well as collective security.

India should embrace the cybersecurity tenets of “Secure by Default” and “Secure by Design,” according to MAIT.

DPIIT was asked by MAIT to assist the industry by facilitating the EoDB. Additional recommendations on SEZ, SCOMET, GAER, SEIS Reimbursements, and ADD on PCBs were made to the MoC.

MAIT recommended that the MoF take tariff reforms into account in order to guarantee competitiveness, large-scale manufacturing, and Indian exports. Additional recommendations for the MoF included the classification of HSN codes and the simplicity of renewing Authorized Economic Operator (AEO) certifications.

According to MAIT, digitization should be used for labeling purposes. In this regard, MAIT asked MoCA to take into account fully digitizing the labeling specifications for information such as price and product data.

DoT should extend the period for enhancing investment limits under PLI for telecom, as advised by MAIT. Furthermore, the MAIT study recommended that DoT launch incentive programs to support the MSME sector for passive components needed for the fabrication of telecom equipment.

Additionally, MAIT has asked DoT to suggest that the telecom and electronics sectors be excluded from the application of section 65A in order to maximize the MOOWR scheme’s potential for establishing and growing manufacturing operations in these industries.

MAIT outlined operational issues with regard to e-waste, plastic trash, and battery waste in its appeal to MoEF&CC/CPCB. Additionally, it was suggested that India create its own recycling guidelines.
